Are you sure it says "Willis" and not "Wallis"? I'm at work so I can't do anything with your pic right now.

The only thing that I can find close is WILLIAM WALLIS (Britain)-1800-1828.So I don't know
what else to tell you.But maybe someone else can give a better ID.

Cracker what are you doing on the computer at work.Aren't you suppose to be working

Pretty close, if not the same as I found (no idea if the W is William, but probably is):
