Button and pin id help needed

I'd really be guessing, but pre-WWII seems safe. Does (or did) the back have a centered screw back (which I'm guessing) or a pair of pins used for attachment? Don't be afraid to gently clean it up some, as there isn't excessive value to remove. Which isn't to say that its worthless... I think its a cool find.
Don't clean the button until someone more knowledgeable than me chimes in. The backing would be steel, rather than iron, and the backmark would be the key to identifying it.

Ben is, of course IMO, correct about the ROTC "torch of knowledge" collar disk... the Vietnam era disks are flat across without the outside rim. Is the pattern on that background checked or lined or smooth?

Of course thats best guess since the back might also give some indication...

The button is IMO an Eagle clutching Shield motif blazer button. That has never been a military design as far as I know.

I'll try cleaning it-then give and update. Jim, it has lines "flashng" ot from the torch. They vary in size.
