button and buckles

the button reads excelsior under the eagle,, and has 13 stars surrounding it... ..looking to get a time period,, this and the buckles came from a 1716 house,, any help on the buckles is also appreciated....

It appears to be a mid 19th century New York Militia staff button. Although this design was first authorized in 1858 and did see Civil War usage, many buttons of this type date slightly postwar. There are several varieties, but all are quite similar in appearance. They were patterned on the U.S. Army general staff buttons of the period, but changed the shield to that of New York and added "Excelsior," the state motto.

Buckles look early 20th century, no idea on the US button.
