In many amateur club tournaments, they would pair groups of golfers into "flights" which were based on an individual golfer's handicap (ability). "First flight" would be the best golfers (low handicap players). Seventh Flight would be your less proficient players.

I can't imagine the gift the first place winner in the first flight division would have received if this is the reward for the runner-up in the 7th flight.

Unfortunately, no further details are provided; so, that really adds nothing to the info on the butter dish itself, except the company's location.
