It's Public . It's within City of Philadelphia's Girard Estate Land and Being a Long used Picnic Spot by the Town.
Probably Grandfathered. However if a Resident Built on it,, Thy may consider it Theirs & Grandfathered. permission Definitely Smart to Have.

FYI Philadelphia is 120 Mile South . no Homeless zombies wandering around. No gang wars.

Abstract:​

This monograph traces the historical development and consolidation of tracts of land on the frontier of Pennsylvania in the late eighteenth century. The tracts under discussion were a part of a land grant given to William Penn by King Charles II in 1681, and the proprietorship remained in the Penn family until 1775.
Early land promoters such as Robert Morris and John Nicholson, plagued by financial problems, lack of inhabitants, and the reluctance of investors to participate in the development of their land schemes, eventually lost control and ownership of the large tracts which they had obtained.

Yep I wish I Could Turn Back Time and Make my Legs work

I need a Pogo Stick that works like an Elevator to Lift my Body up once I'm down. Taking a Puller-upper with me would be Embarrassing at the Least, But having someone dig for me would ruin the Experience Too

Church Looks at least c1900 , My Guess the Park was Created by Members. However if the Map is Correct.
The Church was Moved here from the other End of town.
and put on the Blue Foundation.
