bullet casing 1900?

I found a bullet casing it has 1900 on it with 2 stars and some kind of makers mark does any one know were I can look up info on something like this if it is from 1900 it would be my oldest fined

It is Austrian. That is a GR is for Georg Roth. The GR was only use until 1918.

1900 would be the date it was manufactured.
