Depending on the period, people used to wear lots of buckles back then. Also, the same clothes and shoes were used for a much longer period than today. So the material they were made from would become much more fragile with time. And yes, many buckles were used on horses and other farm animals.
 

And some days it's easier to find a buckle than a coin!
