Buckle?

I found this at an old homesite of mine. Although I don't have an exact date of when the homesite stood, I have found 1800s Indian heads and square nails around the old foundation stones. I think it is a buckle of some kind. It has letters but I can't make them out, it appears to be a company mark. Any help would be appreciated!

Have not been able to find the maker but if you can clean it maybe you can read maker name.

what are the dimensions? It kind of reminds me of a carburetor plate from a small engine.

A circular mark at the bottom of the first picture, I believe says Waterbury Clock Co.
