US Army Great Seal Buckle... pattern was introduced in 1902. Still the pattern used today by the US Army. Have no idea how old it is... are there any markings or can we see the back?
 

It's a rosette :)  Excellent find!

I'd attribute that to the mounted calvery, US Army, early 1900s, or at least till they dumped the horses for jeeps. :)

I agree with you completely. It is definately a rosette.
