I sincerely don't want to stick a pin into anybody's baloon... but I have to say, we need size-measurement before we can declare it to be a 1700s shoe-buckle -- or some other kind of buckle and time-period.

I've seen shoe buckles in many different collections but I've never been fortunate enough to find one myself.
