There are alot of them like that and of all sizes.So yours being so small it has to be a little strap.But all are considered adjusters dealing with clothing.There's quite a few here http://www.ukdfd.co.uk/ukdfddata/showrecords.php?product=18154&cat=177 On this site alone but all relate to clothing as a basis.Hope it helps some but not sure how to figure out exactly what it came off.

Ha!Ha!The much debated pants buckle!!This little gem was the topic of one of the all time famous threads on here......Lotsarocks!!!!

There has been some evidence that they were used to some extent on suspenders but most were used on the back of trouser's to take up the waist slack,most are Pat. dated and range to the middle 1800's.Yours appears to be Pat 1880's.
