buckle ID needed

found this buckle yesterday. It is about 2 in. x 3 in. and made of brass, was four inches deep, and is old by the patina on it. Has latin (I think) inscriptions on it. Can't read top ribbon but the bottom one says " GRATIA DEI SERVA USA". Any ideas appreciated. Thanks Sonny
