Because more than 24 hours have passed since you posted your buckle time-date request and nobody has responded with an answer, I'll give it a shot.

Note that your thin brass buckle's center-bar has wide flanges on each side of the narrow section where the buckle's (missing) tongue would be. The purpose of those wide flanges was to keep the tongue from sliding off-center... which would mean the person using it would have to take time to re-center the tongue to get it to go into the hole in the strap the buckle was on. Those "centering" flanges are not found on pre-1900s thin-bodied strap buckles. So, the answer to your question is yes, your buckle matches up with the time period of the coins you found nearby.

Your buckle with tongue-centering flanges was made for use on something like a wristwatch strap or shoestrap, among other similar possibilities.
