OK, I'm sticking with not Buckle. The Lead-alloy or pewter look to it plus the shell like design might indicate a late Victorian context. But being such a small piece from a much larger decorative pieces its hard to narrow this one down.

does not look like it in these scans ,but it is brass or bronze.
