Pretty sure these are your buckle makers. That is an excellent find!

Awesome find! Using DCMatt's ID I found buckles like that one in the collection of the Philadelphia Museum of Art-

Very fancy shoe buckles from a very wealthy man! I would guess late 18th C. By 1820 no one was wearing these anymore.
INR could be Joseph & Nathaniel Richardson of Philadelphia. Back then the letter J was often represented as I.
