Is it brass? I think I see a little bit of brass showing in a spot that's scuffed. Are you sure that it's silver plated or has it just been painted silver? How big is the buckle? Hard to judge the size by the picture. Where are you located? More details would help us ID it for you.

My guess would be horse tack or something similar. Doesn't look too old, but more details could change my opinion as to how old it may be.

Wow, that's really small. All I can think of now is a boot strap for snow boots. I used to wear snow boots as a kid that had a row of straps that you buckled up. Just a guess...
