Buckle and Rosette?

My brother sent me these two pieces that I hope Y'all can ID for me. The first is a rosette, I think. It has an iron back and it feels like there was a stud in the center. The second is a thin brass buckle that came from an old house in Berkley Springs, West Virginia. There are no markings on it.

Good tip Benz. here is a reply from an auto website:
It is the emblem that fits on the spare tire mount for disc wheels 24-25 Dodge.

Any ideas on the buckle?

Having gotten no replies about your buckle, you asked if anybody has any ideas about it. I've never seen one quite like it. All I can tell you is, your buckle has "stays" on the central bar (to keep the tongue from sliding sideways on the bar, out of position), and the presence of the "stays" dates it to being from the Turn-of-the-Century or later.

Thanks for the info TCG. I get the feeling that it is fairly modern just from holding it. I am thinking 60-70s.
