Brunswick plate from something

Found this at a site that had a house form the mid 1800's up into the 1950's and I am stuck at what it is. My first thought was an electrical switch plate but I never knew them to have words on them. The next thing I thought of was a doorknob plate or keyhole plate, again never knew of them having words. The Brunswick is pretty clear and in small lettering above that it says "See License Notice Inside". Any ideas what that means or if it helps ID what it is?

Could be part of a Brunswick Poker Table.

Maybe the type they leased or sold to Parlors.
