I have only previously seen these in clay. Never seen a metal one in this style, which looks to be 18th c. I am curious about the loop on the bottom of the bowl. Does anyone know if tobacco pipes were ever worn on a chain around the neck?

Think of what the fumes coming off that brass would do to your lungs.I used to work in a brass foundry when they didn't have an exhaust or masks for the workers.You would have night sweats and your sheets would be green,yellow and black.I quit after a couple of months.This was in the 60's.

Don't know if it's a smoking pipe
It looks like one, but Metal ???
They didn't use metal pipes until the 60's, to smoke the good stuff ???
I'm leaning toward a candle snuffer maybe???

Here's just an idea. A replica peace pipe. Adornment would have attached to the tab with the hole. Decorative not for actual use. Just a thought.

ITS JUST LIKE A PIPE, WITH A HOLE ALL THE WAY AND EVERYTHING ONLY BRONZE OR BRASS...

How about an old 90 degree reducing pipe fitting?
the flat spots would allow you to get a wrench on it.
As for the little hole, it would allow the elbow to be securely nailed / screwed in place to prevent connection to come apart
If not threaded than it would have been soldered.
Pipe dream ???
