It looks like a piece of a small signal cannon, the rear portion, e.g, the cascabel.

This signal cannon pictured below is only 7 1/2" long ( if what you found is a part of a cannon it would be a bit larger than this one ), this cannon was made from savaged materials from the HMS Royal George which sank during routine maintenance in 1782 and was rasied/savaged in 1840.
