I don't think it is a broadstrike. Is there reeding on the edge? Broadstrikes are struck without a collar and would not have any reeding.

Yes, there is reeding to the edge. What would cause it to do that then?

I can't really say, I wonder if it could be from a worn die, or sometimes counting or rolling machines damage coins in the process.
