It is definitely a horseharness rosette. See the photo below, showing one at the junction of the straps at the top of the horse's bridle.

Your bridle rosette appears to have a brass crossbar on its back... but I can't tell from the photo what the back itself is made of. If the back is thin iron sheetmetal, it is from the late-1800s into the 20th Century. If it is "lead-solder filled" it is from the mid-1800s. (If it is a lead-solder filled back, it will feel heavy for its size, because that type isn't hollow inside, like the ironbacked ones are.)

These type of rosettes were popular in the late 19th - early 20th C. Clean it gently then put a drop or two of light oil on it to fill the scratches. You may find a picture of initials under the glass.
