I'm only guessing roger, but the two holes in the object would be consistent with it being a wall hanging lamp bracket of some kind.

For starters, BREVETE S.G.D.G. is patented in French. "Breveté" indicates that the design incorporates one or more patents. "S.G.D.G." (Sans garantie du Gouvernement) is a disclaimer required by the government of France stating that it does not guarantee enforcement of the claimed patent.

Unless we can get a number, the words wont help much. I think I see numbers on the bottom.

I found it at the Oronoco, Minnesota park in the woods.
