Reminds me of one of the Boy Scout decorations I used to see when I was a kid; or perhaps a badge from one of the adult fraternal organizations, as someone has already suggested.

Does Order of the Arrow sound right.
Began in 1915 as Wimactendienk W.W.
Became part of the Boy Scouts in 1934 with full integration by 1948
Perhaps not.

I really believe it is a BS badge but not contemporary. It looks like something an Eagle Scout would wear on his sash. Monty

I believe they gave eagle claws to display rank. Not medals.

I think you are right I just thought since the ranks matched it might lead someone in the right direction. I can't find any pics of their older awards so I don't know.

Back in the 1950 I saw a badge like you have and it was from a youth group. they listed the brave to cheif as yours shows and they had tribes for the different wigwams (sleeping quarters) they even had a totem pole in front of the camp grounds. I deleive it was ran by a church and was national, but I can not remember the church. brave was the lowest and cheif was the one who had to make sure those under him(her) followed the rules. I was in the Pathfinders but we did not use that style. I tried to shearch out groups but did no have the time to do much. hope this helps solve the question .
