brass wheel thing from confederate camp

Found this in a Confederate camp where pretty much everything brass (if it's not a shotgun shell) is Civil War. Not saying it's positively CW, but safe to say it's not an engine part or anything like that. Looks like maybe a pully mechanism, but not sure. Thanks for looking.

Looks a lot like the roller shade hardware, but not quite... and cases that used Berdan primers have the anvil and three holes...
