Brass whatzit

Found this yesterday. It looks to have been attached by something steel at the top or bottom? This is where the rust came from, nothing else was in the hole or immediate area. Any ideas?
Thanks for lookin'. Oh yeah, it came from an 1820's farmhouse yard.
