Looks like some kind of rope or cable tie off like a mooring cleat on a boat. It doesn't look like brass in the picture.

Could be that...and it's definitely brass.
Okay, being brass could be an indication of what it was designed for, such as being used in an environment you don't wanna create any sparks or where corrosion would be a factor.

Looks like it could be part of an old sliding window latch, (Window Sash Latch) with the center part that actually latches being missing.

Not a cleat.

It looks like a fitting that a sleeve with lips on either side would drop on and then give a 1/4 turn to lock it in place.

I think the one side top is bent upwards. Basically one of these with the latch and hasp missing.
