brass whatsit. part of an ashtray?

found this near james deering's vizcaya house in miami. this was in the median of the road. it looks like it has sort of an egyptian motif to it. i'm thinking maybe part of an ashtray? maybe this would be suspended above the ash pan by a vertical rod?

its solid brass and about the size of a VHS video tape.
