I beleive its a dough cutter.Also used on pie crust.There would have been a handle with a pin through the center.

That looks right to me.
It doesn't look precise enough to be to a clock.

maybe, sure is small & thin though. It is hand made for sure. Plus what is the point of the extra holes?

Looks like the wheel off a kerosene lamp, that's used to turn the wick up & down.

bucleboy's ID of a very similar brass object leads me to think it is a disc spur rowel.the 1" size is just right. Solved????? what do you think?

It's the front plate to a meat grinder. Screw goes through the middle and the cutters force the ground meat out through the holes. Monty
