For some reason I am thinking it has to do with a tip fitting for a pole used to open and close windows or shutters. The tip fits in a groove to release the latch and can push or pull.

Whiffletree tip.

Close, but there is no hole like in the wiffletree tips you are talking about, i'm thinking along the same lines you are just a different tool( I think Charlie is on to it) Reminds me of something they would have used in an old library(don't ask me why?) It is so strange, I'm having a feeling of dejavou, like I have seen this thing before.

There are many types of whiffletree tips and they have a hole to secure them to the wood.
The Item you are trying to think of is for a transom window but does not look like the item found.

Hey Taz, the object in your photo(is that your hand, your find?) the one in the middle looks like the object I found. What do you think, wiffletree tip?, is this solved???

Yep,Taz, nailed it....I had whiffle stuck in my head initially but couldnt recall the second part.......come up with plastic bats when ya google "Whiffle"!
