some kind of a gear stop, part of a cog wheel device
the tail looks pretty squared off, so it has a purpose
its pretty small.

There are a regular series of scratch marks on it. CSI LV would have had a specific tool and year made for those marks by now.

Gear stop looks feasible.

Well guys, we were ALL wrong! It is a surveyor's tag from when they used to survey large tracts of land with chains called Gunter chains. It started losing popularity in approx. 1867 with the advent of steel measuring tapes and was no longer used by 1900. You can read all about it here:
