I got this at a garage sale , it was on the dollar table . It's 11'' long and is marked T. Walker & Son Birmingham , England . Any ideas ?

Thanks for the ID . It helps explain this other brass thing . I couldn't read the words inside til I got the dirty lens off it . I got it at the same sale - it was marked $20 , but I talked the lady down to $15 .
