The brass shank dates it. I used to know, because tacks were traded to Indians, who then decorated there weapons with them, including guns and tomahawks. At the time I was
collecting antique firearms, I was doing a lot of studying, but now I'm old and forgetful, but I'm thinking1700's to early 1800's. Then steel shanks were used with a brass top. If a gun
is decorated with brass tacks with steel shanks, the gun is a counterfeit.
