Brass, serrated (striated?) edge, some kind of adjusting wheel?

Context: Found in a field where Colonial home stood. Has been farmed ever since so could be from any era. What in the heck is this?? The edges of the round "wheel" are striated (lined) like the edge of a quarter. One "axle" looks like a grease fitting, but no hole in it. Other "axle" is broken off but was threaded. Wondering if it's something to apply tension (like spreading or reducing something?) hence the threads. Round part is about the size of a half-dollar. This is bugging us. Any ideas?

Not too sure, all my planes, have the threaded shaft going thru the knob instead of being a one piece set up. Hundreds of planes and styles out there though. What do i know?
