Brass saddle shield with unusual bird design on it.

A friend of mine has a friend who dug this possible saddle shield, and was hoping to get some info on it. The shape looks like a saddle shield, but I have never seen that bird design. He said some enfield bullets and other items were found nearby. Anyone ever see one like this. Possible civil war era? Thanks

To me, it looks a little like a reverse image of the national coat of arms of Mexico. (Eagle sitting on a cactus, eating a serpent)

Close, but not quite the image used circa 1900.
