Definitely a horseharness rein-guide, used by carriage and wagon-pulling horses. That specific form of rein-guide (also called a rein terret) dates from the late-1800s into the early-1900s... and is still in use today. The threaded mounting-shaft is broken off of yours. See the photos posted below.
