Brass ring with oval weight on the side?

Found this 9 inches down today. Thought I had a ring, but not to be. It appears to be brass and has an oval weight on the side. Nothing rare or valuable, but I need to know what the heck this thing is! Any guesses are welcome!

on some early wood burning woodstoves the air damper was controlle by pulling a ring like that and setting the chain in a catch where you wanted it.
I try to find pics.It could be for thousands of things tho.

looks like there is a piece broken off the end of the bulb?
Maybe it had 2 rings?
The fact that its brass should be a clue
Fishing related?

Possibly, but it looks more like a sprue on the end of the bulb. Kind of like the sprue that musket balls have when they are molded.

My current guess is possibly horse tack related. I just remembered that I found these two horse tack items in the area last winter, so maybe this is another horse tack piece. Then again, maybe not!
