From what I can see, it looks like it may have been a sash buckle.. or the face to a buckle.

Some clearer photos of the back may be helpful.

I agree with creskol, this looks like a sash buckle, but at 1.5" long it's almost too small. :icon_scratch:
I attempted to expand the detail on the back, but I don't recognize the attachment, although there is a lot of detail on the front.

Kind of looks like brass with a silver plate.

Is that lead filled on the back? Does the attachment on the back look like a strap might have passed through it?

I notice on the front there are ropes with 3 rings on either end.

After a second look, and given the size of it, I am leaning more towards it being a rosette, or strap accoutrement, although we really doin't have enough information to go on.

Late Victorian sash brooch.

I saw a couple of them that shape, although not an exact match.

There is a spot of lead on the back also a spot on the front in the center, like maybe something was attached in the center, gem stone ? no lead residue on the back edges like a clasp was there. Maybe a pin like a brooch attached in the back center ? Or maybe this was attached to something else ?

Based on the decoration on the face, the shape, construction and diminutive size, I'm thinking it dates to the mid-19thc. :icon_scratch:

All this beating around the bush and failure to provide clear pictures, only leads to speculation about what this item might be.
