That looks like the bottom to an antique piggy bank but Im probably wrong.

It's been soaking for a while now and I do think it is a boat part. It looks almost like a wingnut. Thanks for the ID. :icon_thumright:

Is there any age to it though? It looks like its been in the water for a while.

On older cars, I've seen wing nuts just like that holding the air cleaner down.

It sure looks like a cleat, maybe not from a boat though, that size I'd think maybe a window blind or something along those lines.

I'm still leaning towards something off a boat since I did find it in the ocean. But it still could be from a window or, like Catfish mentioned, a car.

I was thinking a boat latch and missing the bottom part.

I didnt realize the hole was all the way through. I agree boat cleat, fitting, wing nut or from a window blind to wrap the cord.
