Brass latch with looped lever and small pulley wheel - Military or Farming?

Hi Guys,
Been up on the Grenade farm again recently - amongst more Mills 36M grenades and the odd penny came up this strange brass latch - 2 fixing screws, looped lever and a small pulley wheel for cord or wire. Stands about 60mm high, screw holes around 40mm apart.
Any ideas what this is off? Thinking Military because of the area but could well be from farming.

I remember seeing a latch like that and I think it was on an iron gate? Monty

It definitely looks similar - our grade school windows had them on. But what the heck would the pulley be for?

Line and counter-weight so it stays where placed when open or partially open. The eye is because it was opened with a gaff-hook on a pole.

I know what the eye is for - I just cannot remember any having that pulley - I cannot find any with a pulley either - even though I do think it is a window latch (memory? Where is my memory?) :laughing9: :laughing9:

Seems like I remember a rope running through the pulley that was connected to a shade over the window. Anyone else remember those?
