I’m stumped. You can still see part of the wood that the screws went into. Hardware for a shelf, hinge, curtain rod, or piece of furniture? Brass I’m guessing? In my 1890s, early 1900s area. Just guessing from what I can see I would suggest that it is for a toilet seat.

I think a more defined term would be pintle hinge....similar to a shutter hinge
