Rotate the picture 90 degrees and it looks more like a topper or mount for something rather than a hanger. Tony

Im probably wrong but it reminds me of a lamp wall sconce.

if it had a hole in the top, I might of thought candle holder. But the fitment looks heavy horse related, like a rein guide
