Brass Hanger Looking Deal

I found this brass "What -iz-it. It is 2" long. It looks old and has crude cast marks. I found it in front of an 1880's house right next to a wheat penny. It isn't broke and doesn't have any place for an attachment. Anyone guess what it is? I''m stumped.
