I'm fairly sure it's a trivet, though I have little idea what it would have held, possibly for breakfast/food service, most ornate one I have ever seen.

Thank you for trying to help! I have looked at a lot of brass trivets but have not found a match. This piece is way too decorative and complex to be just a trivet... So it still remains a mystery. Does anyone else have any ideas?

I believe that was used to set an iron on when ironing clothes.

yeah looks like a buffet trivet, fancy dancy it is.

I see it as more likely a vanity perfume tray that is missing a portion. I think the middle section would be somehow covered (maybe a mirror?), as it just doesn't match the style of the rest of it... and whatever was covering the crossbars would have had a similarly designed trim around the edge.
But, that's just my take on it, and I can always be wrong.

my guess as well.

You need to get a better magnifying glass and read that tiny stamp on the underside. That is the key to ID'ing this ornate piece of brass.

I wouldn't rule out trivet, I've seen some pretty ornate ones in antique stores here. If that's what it is, I would imagine there were originally two of them for holding a long tray because four inches isn't all that wide for the length
