Brass figure

I found this brass figure in my local park. Anyone got any ideas how old or what it was used for?

please rotate the photo --so you see it better -- looks like some sort of jester / clown looking person ---humm looks like it might have been attached / fit into something--see the foot area? theres what looks like a peg coming out of it -- a moving cast iron bank figure or toy item maybe ? both sides the same? --any markings?

The other side is flat and there are no markings.. Not sure but looks like it could be wearing mail perhaps.

It looks like an old french clown.....My first thought was a part off of a cigar cutter....

Reminds me of some of the decorations I have seen on Siam Jewelry.. I think perhaps that is the direction to go.
