Brass claw

I found this today at a civil war site, to me it looks like an eagle claw and my first thought was something for a flag, any ideas?

Off of a piano stool leg...or possibly a chair leg. It use to have a glass ball within the grips of the claws.

Looks like it would have had a round piece of whatever in side the claw. Might have been a wand like Merlin used Cool find!
