First of all I'm no expert. I think your buckle is more than likely horse tack.

Like I said before , Everything I say is just my opinion.
1st ..Since my math is bad ; on yr pad is one small square a centimeter?...Or would the buckle be around est, 5 Centimeters?

You never Know but it may be Horse Tack , it looks Kinda Fancy , Is it built Tough ?
I have found a Couple similar Buckles in the past 'at old home sites' & I think mine were from a old garment or Purse of some type . Especially if it's not "Built For the rigors of Heavy Use".
