Just a thought but could be that the coins date '41 & 44 represent when a soldier was in the Phillipines during WWII. The VS23 could be his initials or part of a group he was with over there. Cool find! Was it that shiny when you got it?

I was in the Philippines in 1956, and brought home several of those. The Japanese had invasion money, and that had to be replaced when we took the islands back.
Remember, the Philippines belonged to the United States before and after WWII, The Japanese owned them from 1942 until 1944. I think by 1956 the Islands
had been given their independence, but they were still using that money. It's coin silver just like our US coins before '64.

Yup, my dad was the C.O. of that squadron back in '67-8.
