It looks like an ice bucket to me, but there is no indication of size.
Only testing will determine if it is silver.

Sometimes not always. Many pieces were plated over copper or even brass.

It does look plated, however one can't always tell fron a photo. One more thing, marks aren't always on the bottom. Sometimes they are found on the outside edge of the base rim. Also, I have found items so tarnished that you couldn't even see the markings on it, until it was cleaned up a little first.
 

The pattern of wear on the inside would suggest to me that it is not solid silver. You can get silver testing acid pretty cheap from amazon. Items like that may not say 925 or Sterling, but could have tiny (smaller than 1/4 of your little fingernail) stamps or symbols. Frequently it could be a lion, however depending on the country of origin it could be a bust, scales, a bird or something completely different. It would be very unusual to find something like that of solid silver with no purity or maker's marks. That said, the marks are not always easy to find. Give yourself 5 minutes with a strong light to relax and focus on it.
 

Having seen many of this type of bowl when I was an Antique dealer, you can tell by the inside of the bowl that it's not solid silver. Look for the letters E.P.N.S. on it. I believe it's electro plated nickel silver. If thats the case, he base metal is usually copper.
