Blue/Green Stone ID

While seaglassing this past weekend, I came across this little shard. The color is predominantly blue, but when held up to sunlight or artificial light it turns a greenish brown. The color when wet is very brilliant (my photography skills though, are not).

I was thinking it is part of the quartz family, but regardless, I thought it was an interesting piece.
 

Looks like a small piece of agate. Coloration can change depending on what the light source is, natural light is the best or a full spectrum light source.
